What is (or the most widely used), a tool of the most popular blogs?

Or more specifically, which is the most sophisticated offering the most comprehensive set of editing tools and options? I want to start another blog (In this moment I have one on MSN Spaces), but must have great tools design and offer a good bit of flexibility with regard to HTML and CSS hacking. Thanks.
