I create my own blog website ….. Please help?

I want my own website where I will be posting blogs every day. I want people to be able to read, but if you want to comment or post your own blogs, then you need to get a username and password. More or less what I need know is what is the best software to develop such a website? Please help me … I'm not sure where to go from here … thanks !!!!!!
